From AI to Agile: 5 Big Takeaways From ACT-IAC’s 2025 Emerging Technology & Innovation Conference

As technology continues to transform how government operates and serves the public, leaders from across industry and federal agencies came together earlier this May at the 2025 ACT-IAC Emerging Technology & Innovation Conference in Cambridge, MD.

This year’s event served not just as a showcase for the latest tools, such as Artificial Intelligence, quantum computing, 5G, and cybersecurity, but as a true call to action for government and industry to step up, adapt fast, and embrace bold innovation.

The conference emphasized real-world applications and best practices to help agencies meet Executive Order directives, improve citizen services, and build smarter, more resilient systems. With sessions focused on practical guidance and future-forward insights, attendees left equipped with the ideas, tools, and connections to lead through change.

Jessica Alfaro, Vice President of Technology at Makpar, came back with these takeaways:

  • AI is Accelerating Fast: From agentic AI to autonomous systems, we’re seeing a rapid evolution from automation to intelligence. The key message: start with outcomes, govern AI responsibly, and always keep a human in the loop.
  • Leadership Under Pressure Fuels Innovation: In an era of budget cuts and workforce challenges, leadership means building trust, communicating with intent, and taking smart risks. As one speaker said: “Apply pressure, get diamonds.”
  • Small Businesses, Big Impact: The Army is embracing modular contracting and dynamic staffing models to bring small, agile firms into the fold that are ready to deliver rapid value and innovation through true agility.
  • Change Management Isn’t Optional: Lasting innovation requires leadership that prioritizes change from the start. Bolt-on approaches don’t work, and change must be embedded into the process from day one.
  • Data is the Connective Tissue: From fraud prevention to digital twins, effective data strategy and governance are essential to driving transformation across government.

The 2025 ACT-IAC conference was a powerful reminder that urgency and opportunity often arrive together. Those ready to act with courage and clarity will define the next chapter of public sector innovation.

Makpar was proud to be part of this inspiring community of leaders, and we congratulate Kaamil Khan, President of Makpar, and the rest of the Voyagers 2025 class on becoming Fellows!
