We are excited to welcome Melissa Scanlan as Makpar’s new Senior Director of Business Development and Capture. With a diverse background that spans nonprofits, federal IT consulting, and delivery leadership, Melissa brings a rare blend of policy insight, strategic thinking, and hands-on experience to Makpar’s growth team.
Her expertise in both organic and net-new business development will be instrumental as Makpar continues to expand its presence in the federal space and prepares for a successful transition out of the small business program.
To introduce Melissa to the broader Makpar community, we caught up with her to talk about her background, what drew her to Makpar, and her perspective on where government IT modernization is headed.
The following conversation has been lightly edited for clarity and length.
Q: Please tell us about your background.
I had previous roles in non-profits and NGOs and got my start in federal IT consulting by focusing on IT policy, including System Engineering Life Cycles, oversight, and acquisition policy at the Department of Transportation and the Department of Homeland Security.
Over time, I expanded into leading delivery teams that developed new shared services. I began my business development work by focusing on organic growth and have since enjoyed branching out into net-new growth initiatives.
Q: Tell us about your role at Makpar.
I’m here to help Makpar identify and pursue strategic opportunities to grow our presence in the federal market and support a successful transition out of the SB program. This stage can be challenging for many companies, but with Makpar’s strong reputation and proven track record in delivery, I’m confident we’re well positioned to compete in full-and-open environments.
Q: Why did you choose to work at Makpar?
I had heard great things about Makpar before joining, especially about the people. Colleagues described the team as honest, supportive, and truly committed to one another’s success. That really stood out to me, because culture plays such a big role in how a company operates and grows.
I’m happy to say that everything I heard has proven to be true. From day one, I’ve felt welcomed and valued, and it’s clear that Makpar’s culture is built on trust, collaboration, and integrity.
Q: Where do you think IT modernization in government is headed?
As automation becomes increasingly prevalent, we will see federal and private industry be able to focus on creative and new customer services and experiences to best serve the American public.
Q: Any personal information about yourself you would like share with our readers?
Even when the times get tough, I find rooting myself in family and loved ones has helped me find sure footing.
